Water Rights in the Kingdom

The scent of roasting root vegetables and stale bread hangs heavy over the Kingdom’s food stands. Seth leans against a splintering wooden post, watching the crowd. The golden hour light stretches long, sharp shadows across the dirt courtyard where peasants and guards barter for meager rations.

Seth

Seth

I came here looking for resources, but all I see is hunger.

A young woman in tattered work clothes approaches, her eyes darting toward the armory entrance. She clutches a damp bag of grain to her chest, her knuckles white.

Scout

Scout

Low voice You are the one they call the enforcer, right? I need you to see what is happening in the lower tunnels. They are diverting the water flow to the officers' quarters while we dry out.

Seth

Seth

If I step in, I’m calling down the wrath of the leadership. If I don't, this place rots from the inside out before the dead even reach the walls.

Seth

Seth

Give me the location, but keep your head down. I will handle the council.

Seth

I remember Sarah, she fought harder than anyone I knew. You owe it to her memory to trust me, so tell me exactly who is controlling the intake valves.

Scout

Scout

Her hands tremble, not from fear of the walkers, but from the weight of the secret she carries. She leans in, pressing a crumpled map into Seth’s palm.

Scout

Scout

The Head of Logistics gave the order. They think they can squeeze the lower district until we beg for scraps. If you go through the maintenance hatch near the armory, you can bypass the locked gate.

Seth

Seth

The Head of Logistics. A man who claims to serve the people while he drinks the water meant for their children. He is exactly the kind of rot I need to prune.

Seth tightens his grip on the map. He glances at the armory, where guards stand with rifles slung low, indifferent to the suffering just beneath their boots.

I have stella come on walk with me in the kingdom while walking through the peaceful Kingdom with kids laughing sun shining and music in the distance we talk about how we need to do something about the whispers soon alpha could launch a attack anytime

Seth

Seth

Come on, Stella. Let’s walk. The air is too still, and I need to clear my head before we plan our next move.

Stella

Stella

She falls into step beside him, her expression hardening as they pass the playing children. She keeps her voice low, barely a whisper over the faint sound of music drifting from the tavern.

Stella

Stella

You’re right to worry, Seth. My scouts reported signs of Whisperer activity near the northern perimeter this morning. They are watching us. Alpha won’t let the Kingdom thrive while she thinks she owns the woods.

Seth

Seth

The peace here feels like a fragile glass sculpture. One wrong move, or one whisper, and the whole thing shatters. We need to strike first, or we won't have a home to protect.

Seth watches the sun dip lower, casting long, jagged shadows across the training yard. He guides Stella toward a quieter alcove, his hand instinctively brushing the holster of his Desert Eagle.

Yea we need to stay alert without alerting the people than a friend named Carl comes up to us and asked how were doing and says we're having a dinner in the hall tonight the whole town is going are you guys gonna be there?

SUCCESS (Fair Diplomacy, rolled -1)

Water Rights in the Kingdom
Seth

Seth

Keep your voice down, Stella. We can’t let the town panic just yet. We keep our eyes open and our traps set.

Carl

Carl

A young man in rugged work clothes approaches, wiping dust from his hands. He offers a genuine, bright smile that feels entirely out of place given the tension.

Carl

Carl

Hey, Seth! Stella. Good to see you both out and about. We’re holding a community dinner in the hall tonight. The whole town is going to be there. Are you two going to join us?

Seth

Seth

A community dinner. Everyone in one place, distracted and unguarded. It’s a perfect target for the Whisperers if they’ve really infiltrated the perimeter. But if I don't go, I look suspicious. If I do, I’m putting a target on everyone's back.

Seth

Seth

We'll see, Carl. We have a few things to finish up first, but thanks for the invite.

Later that night we have a town dinner in the hall and we have speeches about how the dead out there are the walking dead we together can survive this we together can make this a thriving community we can rise above together but it's going to take all of are strength

FAILURE (Fair Diplomacy, rolled -1)

Water Rights in the Kingdom

The town hall hums with nervous energy, the flickering lanterns casting long, shivering shadows across the crowd. Seth stands on the makeshift dais, his knuckles white as he grips the edge of the podium.

Seth

Seth

The dead don't care about our walls! They wait for the moment we forget who we are. We must be stronger than our fear. Together, we can rebuild, but it takes every drop of sweat, every ounce of our resolve.

The room falls unnervingly silent. A few people shift uncomfortably, avoiding eye contact. The unity Seth craves feels brittle, like thin ice underfoot. Someone in the back coughs, and the sound echoes too loudly.

Seth

Seth

I’m losing them. My words are falling flat. They don’t see a leader, they see a man who just wants more work from people already pushed to their breaking point.

Carl

Carl

That's a nice sentiment, Seth, but people are hungry. They aren't looking for a sermon right now, they're looking for rations.

SUCCESS (Fair Diplomacy, rolled +2)

Water Rights in the Kingdom

The shift in the room is palpable. Seth pauses, his gaze locking with the faces of the weary farmers and scouts. He drops the tactical, cold exterior, letting a flicker of genuine desperation show. He steps down from the podium, entering the crowd, meeting them at eye level.

Seth

Seth

Carl is right. Rations are low. We are tired. But look at the person standing next to you. They didn't survive this long by sheer luck. They survived because they had someone to rely on. We don't need a sermon. We need a pact. We share the last of the stores tonight so we can wake up with the strength to clear the south fields tomorrow.

The tension breaks. A murmur of agreement ripples through the hall, less like a cheer and more like a collective exhale of relief.

Seth

Seth

I’ve bought them for now. But hunger doesn't bargain. If those fields aren't clear by morning, this unity will snap like a dry twig.

Carl

Carl

A pact, then. Let’s eat.

Later that night we have a town dinner in the hall and we have speeches about how we finally have a place to call home and peace and we work together to achieve it and we need to work just as hard to keep it going then music starts playing people clap there's laughing singing talking people having a good time well having a big feast

SUCCESS (Fair Diplomacy, rolled +0)

Water Rights in the Kingdom

The hall transforms. The heavy, metallic scent of canned rations gives way to the warmth of a communal feast. Seth stands at the head of the trestle table, his voice steady as he toasts to the resilience of the Kingdom. The atmosphere is uncharacteristically light. A local musician pulls a weathered fiddle from a crate, the first notes cutting through the silence of the bunker. Soon, the rhythmic clatter of metal plates competes with laughter and the hum of conversation.

Seth

Seth

We built this peace from the dirt up. We keep it by working as one. Tonight, we celebrate. Tomorrow, we prove we’re here to stay.

Applause erupts, loud and genuine. Seth watches from his seat, a rare, relaxed smile touching his lips as people begin to sway to the music.

Seth

Seth

For one night, they aren't looking over their shoulders. If I can maintain this, maybe we aren't just surviving anymore. Maybe we’re living.

People are drinking laughing having a good time in the hall dancing to the music and Seth sits with Miller and they talk about their old friend John and how they wish he was here to see this but he's the reason that they are here seeing this

SUCCESS (Fair Diplomacy, rolled +1)

Water Rights in the Kingdom
Miller

Miller

It’s a good night, Seth. Look at them. John would’ve been the first one on that floor, probably breaking a string on that fiddle before the night was over.

Seth

Seth

He’d be damn proud, Miller. We’re standing on the foundation he helped us pour. Without him, none of this—this noise, this life—happens.

Seth leans back, the rough wood of the chair creaking against the floorboards. The melancholy of the thought is eclipsed by the genuine warmth radiating from the room. He clinks his canteen against Miller’s metal cup, the sound sharp and celebratory.

Seth

Seth

John fought for this vision. He’s gone, but the Kingdom keeps breathing. If I can hold this line, maybe the next generation won't even know what it’s like to sleep with a blade in their hand.

Suddenly, the fiddle music hitches and dies. A heavy, rhythmic thud echoes from the main entrance doors, shaking the lanterns hanging from the rafters. The laughter in the hall drops to a jagged, uneasy silence.

Ask Miller if he ever thinks of John

SUCCESS (Fair Diplomacy, rolled +0)

Seth

Seth

You ever think about him, Miller? Even after all this time, I still find myself looking toward the gate, half-expecting to see him leaning there with that damn grin of his.

Miller

Miller

Every damn day, Seth. The ghosts don't leave, they just get quieter. He’d be damn proud of this. But look... stop daydreaming. You hear that?

The heavy impact rings out again, wood groaning under the assault. Dust shakes loose from the rafters, dancing in the lantern light like falling snow. Seth’s hand moves instinctively to the grip of his Desert Eagle. The crowd freezes, eyes wide, turning toward the rhythmic violence at the front doors.

Seth

Seth

Not tonight. I didn't work this hard to rebuild a sanctuary just to watch it get kicked in. If it’s the Whisperers, they’re going to regret finding this place.

A plank of the main door splinters, bowing inward with a sickening crack. A dark, jagged hole begins to widen.

But it's not the whispers negan Walks in with a group of his saviors the people at the gates must be either drunk or they took them out as negan kicks down the door walks in saying the words little pig little pig let me in

SUCCESS (Legendary Tactics, rolled +0)

Water Rights in the Kingdom

The heavy oak doors finally surrender with a thunderous crash, sending splinters showering into the hall. The dust settles to reveal a man in a leather jacket standing amidst the wreckage. A dozen armed Saviors fan out behind him, their weapons leveled at the terrified crowd.

Negan

Negan

Little pig, little pig, let me in.

Seth

Seth

Negan. Of all the damn people, why him? The Kingdom isn't ready for this. Not after the feast, not while they're still full of hope.

Miller

Miller

Seth, look at their eyes. They aren't here for a conversation. They're here to take everything back.

Seth steps forward, his boots crunching on broken wood. He keeps his hand steady on the Desert Eagle, his eyes locked onto the smirk plastered across Negan's face. The musician drops his fiddle, the silence in the room becoming suffocating.

Negan says we're going to be taking a good sum of your shit now if you try to fight back there will be consequences and the consequences will be dire I promise you that then starts ordering people to the ground with his men and taking farming supplies and some of our weapons he looks to me and says nice to see you again enjoying your little Paradise

Negan

Negan

Nice to see you again, Seth. Enjoying your little paradise?

Negan’s smirk widens. He gestures lazily with his bat, Lucille, and his men instantly surge forward. Seth tries to step into their path, but a heavy blow from a Savior’s rifle butt catches him in the ribs, sending him sprawling into the dust and shattered wood. He gasps for air, his vision swimming as his Desert Eagle skitters across the floorboards, out of reach.

Negan

Negan

We are taking a fair share of your shit today. If you try to fight back, the consequences will be dire. I promise you that.

The Saviors move with terrifying efficiency. They shove the screaming townspeople onto their knees, stripping them of their weapons and clearing the crates of precious farming supplies. Seth watches from the dirt, his strength failing him, as the Kingdom’s hope is packed into crates and hauled toward the splintered exit.

Seth

Seth

I can't even stand. If I move, they’ll kill everyone here. This can’t be happening.

Negan says we're going to be taking a good sum of your shit now if you try to fight back there will be consequences and the consequences will be dire I promise you that then starts ordering people to the ground with his men and taking farming supplies and some of our weapons he looks to me and says nice to see you again enjoying your little Paradise

SUCCESS (Good Willpower, rolled +2)

Negan

Negan

You see this, Seth? It's just a little structural adjustment. Your Kingdom was getting too big for its britches.

Seth forces himself up onto his elbows. The side of his ribs burns with a white-hot intensity that threatens to black out his vision again. Around him, the hall is a chaotic mess of overturned tables and weeping survivors. Two Saviors are already busy tearing the remaining grain sacks from the pantry, while a third kicks the Desert Eagle further away toward the shadow of the stage.

Seth

Seth

If I lunge for the gun, they kill the girl behind me. I have to wait. There has to be an opening.

Negan

Negan

Don't look at me like that, champ. You should be thanking me. I’m teaching you the lesson you clearly failed to learn the first time.

Negan steps over a splintered bench, his boots grinding into the wooden debris. He stops inches from Seth, leaning down until the scent of stale tobacco and iron fills the air. He taps the barrel of his bat against Seth's shoulder.

Say what's that lesson?

SUCCESS (Fair Diplomacy, rolled +1)

Seth

Seth

The lesson? Enlighten me, Negan. Is it about taking what isn't yours, or is this just your way of masking how terrified you are of what we’re building here?

Seth’s voice is rasping and thin, but it carries a sharp edge of defiance. Negan freezes for a heartbeat, the silence in the hall deepening. The tip of the bat digs into the bruise on Seth's shoulder, and the Savior's grin widens into a jagged, predatory line.

Seth

Seth

He’s listening. He likes the spotlight too much to kill me before he gets his monologue. Keep him talking. Just a few more seconds.

Negan

Negan

Oh, I am terrified, Seth. Terrified that you might actually be naive enough to think that "community" is anything more than a glorified waiting room for the grave.

Negan swings his gaze toward the doorway, signaling the others. Behind him, the sound of splintering wood and heavy boots signals that the Saviors are beginning their retreat toward the supply crates.

Negan says so here's how this is going to go every few weeks I'm going to drop by and if you don't have my shit waiting for me at that door I'm going to be pissed I know Negan would just kill or order men to kill multiple people here so I have to just agree

FAILURE (Fair Diplomacy, rolled -1)

Negan

Negan

See, that is where you get it wrong. You think you have a choice. I am not asking for your permission. I am telling you how the world works now. Every few weeks, I come back. If you don't have my cut waiting at the door, I am going to be very, very disappointed. And you know what happens when I'm disappointed, don't you, Seth?

Seth tries to interject, to bargain for a lower quota, but the words catch in his throat as Negan slams the butt of his bat into the floor, inches from Seth’s boot. The vibration hums through the wooden slats, silencing the room. The failed attempt at diplomacy hangs heavy in the air, leaving Seth exposed and powerless.

Seth

Seth

I just made it worse. I tried to talk sense into a man who only speaks in blood.

Negan

Negan

Don't look at me with those sad, puppy-dog eyes. It just makes me want to start the culling early. Now, get up. Your people have work to do, and I have a schedule to keep.

Negan says so here's how this is going to go every few weeks I'm going to drop by and if you don't have my shit waiting for me at that door I'm going to be pissed I know Negan would just kill or order men to kill multiple people here so I have to just agree

FAILURE (Fair Diplomacy, rolled +0)

Seth

Seth

You win this round, Negan. We will have your supplies at the gate when you return. Just... stop this. Look at what you are doing to them.

Negan

Negan

This guy actually thinks he can negotiate with a loaded gun against his temple.

Negan laughs, a sharp, barking sound that echoes against the vaulted ceiling. He leans down, his face mere inches from Seth’s, his breath smelling of stale tobacco and rot. He reaches out and grips Seth’s jaw with a gloved hand, forcing him to look at the terrified survivors huddling in the corners of the hall.

Negan

Negan

You don't get it. I don't want you to like me, and I certainly don't care about your little morality play. I want your obedience. And since you’re such a good, obedient little soldier, why don't you show your people how we do things? Tell them to get on their knees, Seth. Right now.

Seth

Seth

If I say the word, I break them. If I don't, he’ll start pulling triggers.

Negan says so here's how this is going to go every few weeks I'm going to drop by and if you don't have my shit waiting for me at that door I'm going to be pissed I know Negan would just kill or order men to kill multiple people here so I have to just agree then he orders his men to grab some supplies and leaves us for the meantime at least

FAILURE (Fair Diplomacy, rolled +0)

Negan

Negan

You think you’re slick, don't you? Trying to play the diplomat while your eyes scream for a weapon. I don't need a lecture on leadership from a man who can’t even hold his own town together.

Negan stands abruptly, his boot connecting with Seth’s ribs to shove him backward into the debris. He lets out a dry, rattling laugh, gesturing carelessly to his men.

Negan

Negan

Take what’s left. And tell your friends, Seth: every few weeks I’m going to drop by. If you don't have my shit waiting at that door, I’m going to be very, very pissed. And trust me, you don't want to see me when I'm pissed.

His Saviors surge forward, shoving aside the terrified townspeople and piling crates of rations into their arms. Negan lingers a second, his eyes tracing the destruction, before turning his back on Seth entirely to stroll toward the exit.

Seth

Seth

He didn't take the deal. He took everything. My silence only bought them more time to bleed us dry.

Seth

Seth

You're making a mistake. Taking everything today just ensures there's nothing left for you to take tomorrow. If you want this place to keep producing, you have to leave us enough to survive.

Negan

Negan

Laughs, a cold, sharp sound

You think I care about the harvest? I care about the fear. And you? You're going to learn that fear tastes a hell of a lot better than grain.

Negan’s smile vanishes. He signals his men with a flick of his bat, and the violence escalates instantly. They don't just loot; they shatter the remaining tables and smash the lanterns, plunging the hall into dim, flickering shadow. As the Saviors drag the final crates out, one of them backhands a lingering townsperson, sending them sprawling into the dirt. Negan steps over the wreckage, his boots crunching on glass, and leans down until he is inches from Seth’s face.

Negan

Negan

We're done here for now. Keep your neck stiff, Seth. I enjoy breaking them.

The Saviors vanish into the night, leaving the Kingdom in broken, starving silence.

Seth

Seth

I’m alive. That’s the only victory I have. But looking at these people... I’ve failed them completely.

Seth

Seth

I have to play this perfectly. If I argue, he kills everyone in this hall. If I concede, I live to fight him another day.

Seth

Seth

You win this round, Negan. We will have your supplies at the door. Just... get out of here.

Negan

Negan

Laughs, a grating, humorless sound

You finally found your tongue. Don't worry, Seth. My boys are just grabbing the last of the 'tribute' now. I'll be back before you know it, and you better pray those supplies are waiting. If not, I’m not just taking grain. I'm taking parts.

Negan signals his men. They haul away the last of the community's reserves, their movements heavy and cruel. As the final Savior clears the threshold, the silence left behind is deafening. Seth remains on the floor, his knuckles white, watching the shadow of the departing group vanish into the blackness of the yard. The community remains frozen, terrified, their eyes fixed on their leader.

SUCCESS (Fair Diplomacy, rolled +1)

Negan

Negan

So, here is how this is going to go. Every few weeks, I am going to drop by. If you do not have my shit waiting for me at that door, I am going to be pissed.

Seth

Seth

The weight of every life in this room is pressing down on my chest. If I lash out now, I sign their death warrants. I have to play the part.

Seth

Seth

We understand, Negan. We will have the tribute ready. Just take your men and get out.

Negan smirks, his eyes glinting with cruel amusement. He gestures to his remaining Saviors, who heave the final crates of stolen rations toward the jagged opening of the hall. He lingers for a heartbeat, his gaze cold and possessive, before turning his back on the broken community. The heavy thud of his boots fades into the night, leaving behind a suffocating silence.

Seth

Seth

They are gone, but the damage is done. The pantry is bare, and the people are staring at me like I am the one who failed them. This is not the community I promised to build.

Is everyone okay?

SUCCESS (Fair Diplomacy, rolled -1)

Seth

Seth

Is everyone okay?

Seth

Seth

The silence is the worst part. It is heavy, expectant, and suffocating. I can see the fear in their eyes, the way they look at the empty crates where their next week of life used to be. I need to be the anchor, even if the storm just tore the floor out from under us.

Miller

Miller

We are alive, Seth. That is about all you can say for us tonight.

Morgan Jones

Morgan Jones

They took the medicine, too. My sister... she won't last until morning without those supplies.

Seth

Seth

The reality of the situation hits harder than Negan’s boot. This isn't just about food anymore. The Kingdom is bleeding out.

Seth

Seth

We find more. We have the scouts, and we have the skills. We do not stop moving, and we do not stop fighting for what is ours. Get to the infirmary and help the wounded. That is the priority now.
