Jackson Temple waits under a dock lamp, uniform sharp, face worn thin. His eyes keep cutting toward the shipping containers like he expects one of them to move.

He slides a file into Dallas Fontaine's hand, then glances over his shoulder as if the fog itself might be listening.

There is a shipment coming in tonight. If it lands clean, the trail goes cold forever. Intercept it for me, and I can get you the dock manifests, the berth number, and a clean copy of Harbor Unit radio logs. And if it turns ugly, I owe you a badge-level favor.

The file is freshly handled. Jackson is scared, but he is not lying.
A tug horn moans somewhere out in the harbor. Jackson tightens his jaw, then adds the last piece in a low voice.
