Allburn harbor heaves under gray light. The Harbor Master stands pinned by his own confession, the opened ledger in the Quartermaster’s paws, its route authority and hidden summons laid bare.

He flinches as Captain Arnold Runner steps in, cutlass low, flanked by the Quartermaster and the Boatswain. The dockside crowd keeps its distance, suddenly very interested in ropes.

The Harbor Master

The harbor commissioner. I only pass the seals. I never meet the hand that stamps them.

The Quartermaster flips the ledger open to the coded mark. The Boatswain snaps a rigging line taut, ready to bind, while the Harbor Master sags, as if the paper itself has slapped him.

The chain is documented, Captain. The next signature breaks the net.

A polished official launch slides from the inner quay, bearing the harbor commissioner’s colors. The commissioner watches the dock, stiff-backed and pale beneath his finery, as if the harbor has just remembered it owns teeth.

The ledger, the seal, and the accusing line of crew all point one way. Captain Arnold Runner has the commissioner within reach, and the next blow is his to choose.

Arnold pulls out his flintlock and fires at the commissioner.

The flintlock snaps up, a hard little thunder in Arnold Runner’s paw. Smoke blossoms over the dock as the shot cracks across the harbor.

The Harbor Commissioner jerks back at the rail of his launch, finery thrown askew, one hand slapping for cover while his authority leaks out of him with the smoke.

The Quartermaster’s ledger stays open in the air, the exposed flipper mark staring up like proof that now has teeth.

The Boatswain yanks the rigging line tight and steps in front of the nearest gap, ready for the launch crew to answer with steel.

Detain him! Seize that pirate!

But the order lands thin, half-drowned by the dock’s stunned silence and the launch rocking under the shot’s shock.

The Harbor Master goes white and folds in on himself, while the commissioner’s men hesitate between obedience and self-preservation.

Arnold has drawn blood from the chain of command, and the quay erupts into motion around the one question left hanging, who still answers the commissioner now?

Captain Arnold Runner stood with his crew while the harbor commissioner’s power broke in plain sight. The trap meant for them was dismantled, and the harbor’s lies were dragged into the open. When the lantern smoke thinned, only hard-earned relief remained, and the sea kept its silence.
