The garden settles around the cracked measure-stone. Water whispers through newly opened channels, and pale leaves uncurl beneath the restored flow.

Garden Steward Ilyra
Its borders are promises made visible. They keep the domain distinct, but they do not make it closed. Guests may enter by the laws you establish, and the garden will judge their needs by those laws.

Garden Steward Ilyra
The reserve is what remains when ordinary flow cannot answer demand. The channels carry what is given. The halls preserve memory, judgment, and instruction. The protections awaken only when a declared principle gives them cause.

Garden Steward Ilyra
You are not its absolute master, Kareem Bishop. You declare principles. The garden measures what it can, interprets what it must, and spends its strength according to the meaning you provide. A law without limits becomes another kind of neglect.
Kareem asks his crucial question. For a moment, only the basin answers. Then the inscription FIRST NEED, THEN CLAIM brightens, and three sealed garden doors glow green while three remain dark.

Garden Steward Ilyra
There it is. The unresolved measure. If two harms become equally imminent, water alone cannot decide between them. Your law has found its edge. What should the garden honor when saving one need leaves another exposed?
“"Am I trapped here? Why is this burden on me? How did I get pulled from my world to shou lung? Why is this domain important? Is anyone gonna even know about it?"”
SUCCESS (Legendary Willpower, rolled -3)

Kareem Bishop
“Am I trapped here? Why is this burden on me? How did I get pulled from my world to Shou Lung? Why does this domain matter? Does anyone even know it exists?”

Garden Steward Ilyra
“No. The garden cannot imprison you. The Moonwell Gate carried you by a path opened through your inheritance, but the choice to remain, return, or depart is yours. No chain binds that choice.”

Garden Steward Ilyra
“The burden rests on you because the domain answers to a living lawgiver. I can preserve its memory and tend its workings, but I cannot decide what your principles mean. That judgment must belong to someone who can be held accountable for it.”

Garden Steward Ilyra
“The garden matters because it is a place where protection can become structure, not merely a promise spoken by a throne or court. Its laws can shelter guests without making them subjects.”

Garden Steward Ilyra
“Empress Xifeng knows of it. Queen Titania knows of it. Beyond them, the garden has been forgotten by nearly everyone who once named it. That obscurity is part refuge, part wound.”
To answer him fully, Ilyra spends one preserved memory from the halls. A faint image of the first gardener fades from the water’s surface, leaving the explanation clear but the garden poorer by one remembered face.

Garden Steward Ilyra
“I trust you with the question because you ask whether the burden is yours before claiming authority over it. But equal harms remain beyond the garden’s interpretation. What principle should guide it when need alone cannot choose?”
““When two needs are equal and both cannot be met, save whoever faces the greater irreversible harm first. If the harm is equal, protect the one least able to protect themselves. If they are still equal, choose by chance. The Garden doesn't get to decide one life is worth more than another.””
SUCCESS (Legendary Willpower, rolled -1)

Kareem Bishop
“When two needs are equal and both cannot be met, save whoever faces the greater irreversible harm first. If the harm is equal, protect the one least able to protect themselves. If they are still equal, choose by chance. The Garden doesn't get to decide one life is worth more than another.”
The words settle over the basin. The inscription dims, then reforms in three rings of pale green light around the cracked measure-stone.

Garden Steward Ilyra
“Accepted. Irreversible harm outranks lesser loss. Vulnerability breaks the next tie. When neither measure can distinguish the lives, the garden will cast lots openly, and preserve the result in its memory.”
Two channels divide, carrying equal streams toward opposite sealed doors. Neither glows brighter. A small crystal seed rises from the basin and splits into balanced halves, one marked with each door’s sigil.

Garden Steward Ilyra
“No life will be priced against another. The garden will judge the harm, protect the vulnerable, and leave true equality to chance.”
The cracked measure-stone holds. Its fracture becomes a fine branching mark, recording the new law beside Kareem Bishop’s earlier measures. Ilyra lowers their gaze to the two balanced seeds.

Garden Steward Ilyra
“The principle is clear. When chance must speak, shall the garden cast its lots before witnesses, or let the people in need draw them?”

Establish the garden’s fair lot-casting practice
“The Law of the Fair Lot When the Garden must choose between equal needs, and urgency, harm, vulnerability, and ability to endure provide no fair distinction, the Garden shall cast lots. Each person receives one identical token. The tokens shall be mixed so neither the Garden, Steward, Lawgiver, nor any other person can know or control the result. One shall be drawn openly before those affected or impartial witnesses. The chosen receives the aid presently available. Those not chosen lose neither worth nor claim; when more aid becomes available, their unresolved need takes precedence over new claims of equal urgency. No title, wealth, citizenship, friendship, favor, threat, or command—including mine—may influence the lot. The Garden shall record every casting and its cause. Chance may decide between equals. It may never make unequal circumstances equal.”
SUCCESS (Legendary Reasoning, rolled -2)

Kareem Bishop
When every fair measure is equal, the Garden shall cast lots. Each person receives one identical token. Mix them so no hand, law, steward, or title can control the result. Draw one openly before those affected or impartial witnesses. The chosen receives the aid now available. The others keep their worth and claim, and their unresolved need takes precedence when aid returns. Record every casting and its cause. Chance may choose between equals, but it may never make unequal circumstances equal.
The two crystal halves descend into the basin. Each becomes a clear token, identical in weight, shape, and sheen. Pale script circles them, naming equal need, open witness, and recorded cause.

Garden Steward Ilyra
Accepted. No rank, wealth, citizenship, friendship, favor, threat, command, or even your own authority may alter the draw. The Garden must first prove that the needs are truly equal.
The basin clouds its water and turns the tokens through a slow hidden current. Even the Garden's channels fall silent until both tokens emerge together in an open stone cup. A fresh line appears on the cracked measure-stone, recording the law and its cause.
The inscription consumes one stored measure from the deep reserve. Water sinks beneath the basin, and the reserve mark on Kareem Bishop's fingertips dims by a single notch. The law stands, but its making has a counted cost.

Garden Steward Ilyra
I trust the rule because it binds the Garden, the steward, and the lawgiver alike. But one duty remains beyond its words. Who may stand as an impartial witness when the people in need cannot judge the casting themselves?
