Under a mesh of paper lanterns, the market narrowways breathe spice, steam, and wet stone. Kareem’s meal is nearly in hand when a silk-sleeved official steps from the crowd, eyes sharp as a needle on his purse.

Inspector Lian studies the foreign gold at Kareem’s belt, then the seal from Magistrate Wei. He keeps his voice measured, but his attention does not blink.

The Gate Scribe, still nearby with his ledger, looks up at the interruption. His brush hovers, ready to catch every word.

Lian accepts the rebuke with a thin nod. His gaze returns to Kareem, weighing the seal, the coin, and the man who carries both without apology.

The Gate Scribe’s brush moves at once. 'He has entered lawfully,' he says, more to the ledger than to the inspector. 'His intent is recorded as ordinary and proper.'

Lian lets the token rest in Kareem’s hand again, not seized, only judged. The market noise swells around them, but the little circle of scrutiny softens into something almost civil.

'There is a bath-house two streets south,' Lian says. 'Respectable enough for a visitor, and close to the ward office. Show your seal at the desk, and they will know you are expected.'

For the first time since the question began, no one reaches for Kareem’s belt or blocks his path. The inspector studies him a moment longer, then steps aside and leaves the way open.

The answer settles over the street like a stamped paper. Kareem now knows where he stands, and when the empire expects him to stand there. The cost lands too, quiet but real, because the Scribe’s brush snaps with a dry click as he underlines the entry, and a blot of ink darkens one edge of the token’s ribbon.
