The salt air of the Kushiro fishing pier bites at the skin. Night has settled, heavy and damp, under the flickering glow of a single rusted streetlamp. Matoya Kaririba leans against a stack of wooden crates, his jaw set, eyes tracking the dark water. Before him, a man in a grease-stained leather jacket grips a heavy, canvas duffel bag.
