The Coast Under Scrutiny

In the armory, the crude map lies spread over a table of tool-scarred oak. The minotaur envoy points with one thick finger at the coast road, where several markers crowd the shore like hungry crows. General Rovan waits beside him, stiff-backed, watching King Hammon for the final word.

The Envoy

The Envoy

Three lords scout your coast, King Hammon. They do not seek peace. They seek your serpent.

Rovan turns the map slightly toward Hammon. The marked paths show where riders have paused, where watchers have camped, where someone has tried to count the serpent's passes without crossing his reach.

King Hammon

King Hammon

He sees it. If they come here for Ethrosise, they come for my hold as well.

General Rovan

General Rovan

Then we answer with walls, patrols, and a clear law. Let them learn the coast is not theirs to measure.

The envoy lowers his finger, grim and satisfied. Rovan steadies the map under Hammon's gaze, ready to mark the outer-yard, the watch posts, and the first routes to turn outside spies back before they reach the cliff.

✓ Quest Accepted

Turn back the scouts before they reach the cliffs

I say i want mounted troops to handle it swiftly

SUCCESS (Legendary Persuasion, rolled +1)

The Coast Under Scrutiny
King Hammon

King Hammon

Use mounted troops. They can turn scouts back quickly.

General Rovan

General Rovan

Then I will set riders on the coast road and keep them moving.

The Envoy

The Envoy

Good. If the watchers see speed, they will think twice before lingering.

Rovan drags the coast line with two blunt fingers, then marks the ridges and road bends where horses can cut off a careful patrol. The envoy watches the new strokes, his grimness easing into approval.

General Rovan

General Rovan

Mounted riders take the high turns, footmen hold the gate line. Any scout pressing for the cliffs meets our fastest blades first.

He plants the final marker beside the outer-yard plan, tying the riders to the new watch posts and the visitor ground.

The Envoy

The Envoy

That is swift enough. I will carry this law to my people, and to any lord foolish enough to send eyes here again.

I say minotaur are agile in the rocky areas, if clan high hoof sent troops with my mounted troops the mounted troops could push the scouts into hiding minotaur troops nearby and using nets and such be captured.

SUCCESS (Legendary Reasoning, rolled -3)

The Coast Under Scrutiny
King Hammon

King Hammon

Minotaurs move well on rock. If Clan High Hoof sends troops with my riders, we can pin the scouts between horse and horn, then take them in nets.

General Rovan

General Rovan

A clean pincer. I can place riders to drive them, if your allies can hide near the breaks and folds.

The Envoy

The Envoy

That would make the cliffs a trap instead of a path. I will carry this to Clan High Hoof.

Rovan shifts the map a handspan, then taps the rocky cuts beyond the coast road. The envoy leans in, reading the route, while the rider marks stay fixed on the watch posts.

General Rovan

General Rovan

We lose some net cord to make it work, but the ground is worth more than cord.

The envoy folds the new law into his belt pouch, then gives a short, hard nod that says Clan High Hoof will answer.

By the table’s edge, the coast plan now shows a true double line, mounted steel on the road, minotaur strength in the rocks, and a clean handoff for any scout forced inland.

I say send a mounted arcane user incase theyre trained to use arcane

SUCCESS (Legendary Reasoning, rolled +2)

The Coast Under Scrutiny
King Hammon

King Hammon

Add one mounted arcane user to the road patrol, in case the scouts bring spellwork.

Rovan looks up from the map and immediately drags a fresh token onto the coast road, setting it beside the rider marks.

General Rovan

General Rovan

A wise layer, my king. One caster on horseback can answer hidden tricks before they reach the cliffs.

The envoy pauses at the pouch on his belt, then gives a sharper nod than before, as if the new measure has weight to carry home.

The Envoy

The Envoy

Clan High Hoof will hear that the road is not only watched, it is answered.

Rovan scratches a small rune beside the pincer marks, then circles the outer-yard watch posts to show where the spell rider joins the net.

The plan now reads as a full shield, steel on the road, horns in the rocks, and magic riding the gap between them.

I finalize the order

SUCCESS (Legendary Reasoning, rolled -2)

The Coast Under Scrutiny

King Hammon sets the final seal on the patrol order. The coast road gets its mounted arcane rider, the outer-yard watches get their rune circles, and the envoy’s copy is marked for Clan High Hoof.

General Rovan

General Rovan

It is done, my king. The road has a caster, the horns have their trap, and the watch posts know their mark.

Rovan’s charcoal stains his thumb as he drags the map aside, and a little wax flakes from the fresh seal onto the manifests.

The Envoy

The Envoy

Then I carry a settled answer home. High Hoof will know the hold stands with us.

The envoy folds the copied orders into his pouch, careful and satisfied, while the sword racks and shield stacks loom behind him in the lamplight.

King Hammon

King Hammon

Take the route. Keep to the posted watch and report any sign of scouts.

The envoy inclines his head at once, and Rovan sets a finger on the coast line like a warning peg. The alliance holds, but the next report will tell whether the road stays quiet.

With magic being dangerous, armed men are much more effective, sought after?

YES (VeryLikely, rolled 30)

The Coast Under Scrutiny

As the envoy turns to exit, the heavy iron door of the armory swings wide, revealing a group of veteran guardsmen sharpening steel blades with rhythmic, grinding precision. Their focus is entirely on the cold, reliable bite of their weapons, ignoring the arcane scrolls and runic chalks scattered on the nearby workbench.

King Hammon

King Hammon

The men trust the steel in their hands far more than the volatile sparks of the unseen. In this age, a sharp blade is a certainty, while magic remains a flickering, dangerous gamble.

General Rovan

General Rovan

The men are right to favor the iron, my king. A spell might misfire and burn the hall, but a well-placed spear never forgets its purpose.

I say, men are the most effective force, i want to start recruiting from nearby and other territories, men, minotaur, dwarf, any race that can help us. We need more housing here and recruitment incentives, housing and jobs for those without hope

SUCCESS (Legendary Persuasion, rolled +0)

The Coast Under Scrutiny
King Hammon

King Hammon

Men are the most effective force, but I want more than blades. I want recruitment from nearby lands and beyond, men, minotaurs, dwarves, anyone who can help. We need more housing here, and incentives, jobs for those with no hope.

General Rovan

General Rovan

Then we build for mouths before we build for pride, my king. Give them roofs, work, and coin, and they will come to keep your walls.

Rovan drags the manifest closer and begins marking new barracks sites beside the outer-yard plans, his wax seal waiting beside the fresh notes.

General Rovan

General Rovan

I can send word to the valley folk, Clan High Hoof, and the road towns. If we promise honest labor and space, the hold will not lack hands.

The veteran guards at the doorway lower their blades a fraction, listening now as if the talk of walls has become a talk of their own future.

General Rovan

General Rovan

Say the word, and I will have the quartermasters count timbers, beds, and grain. A fortress that shelters workers can also raise soldiers.

The Coast Under Scrutiny

I say, what skills do you think we can attract with higher incentives, real work contracts, real incentives to attract more skilled individuals, promise of nicer home titles, higher wages

SUCCESS (Legendary Reasoning, rolled +3)

The Coast Under Scrutiny
King Hammon

King Hammon

What skills can we draw with higher incentives, real contracts, better homes, and higher wages?

General Rovan

General Rovan

Stonecutters, carpenters, smiths, herdsmen, bowyers, and roadmen. Offer title to a clean bunk, honest coin, and work that feeds a household, and you will draw the steady sort.

Rovan taps the outer-yard plans and slides a fresh strip of vellum beside them, already drafting a second list for skilled hires and their wages.

General Rovan

General Rovan

If you want the finer hands, add training posts, a say in the works, and a named house for master craft. That will catch folk who can teach others.

He presses the wax seal into the manifest and flips it open to a new page, where a small note reads of a road-company clerk sent by Clan High Hoof, a bonus the king did not ask for.

General Rovan

General Rovan

With those terms, my king, the hold does not merely hire labor. It becomes a place a skilled man can stay.

I say, what skills do you think we can attract with higher incentives, real work contracts, real incentives to attract more skilled individuals, promise of nicer home titles, higher wages

SUCCESS (Legendary Reasoning, rolled -1)

The Coast Under Scrutiny

Rovan’s finger settles on the wage column, then shifts to the blank space beneath it. He is already imagining the kind of hold those terms would build, not just who would answer them.

General Rovan

General Rovan

Stonecutters, carpenters, smiths, herdsmen, bowyers, and roadmen. Offer a clean bunk, honest coin, and steady work, and you draw the reliable sort.

He turns a fresh strip of vellum toward the king, the page catching the lamp light as if it were a new wall being raised.

General Rovan

General Rovan

For finer hands, add training posts, a voice in the works, and named quarters for master craft. That will bring folk who can teach others.

Rovan’s stylus pauses on a small clerk’s note from Clan High Hoof, then he sets it beside the draft without complaint. The alliance already sends more than soldiers.

King Hammon

King Hammon

King Hammon considers the terms in silence and leaves the drafting to Rovan.

The open manifest now reads like a promise to the region, work, housing, titles, and wages all laid out in hard ink. Outside the armory door, the corridor noise shifts as the waiting men catch the weight of it.

I say, skilled combat and archers too

SUCCESS (Legendary Persuasion, rolled -1)

The Coast Under Scrutiny
King Hammon

King Hammon

Include skilled fighters and archers first. Recruit for the wall, the road, and the fields, not only the labor.

General Rovan

General Rovan

Aye. I will mark them as priority hires, with archers set beside the combat drills and patrol posts.

Rovan drags the stylus to the top of the manifest and writes harder this time. The wage line spreads into a clear summons for blade and bow alike.

General Rovan

General Rovan

Skilled combatants can be given guard posts, road duty, and training work. Archers will be worth their coin twice over on the cliffs.

He taps the new line once, then folds it into the draft where the clerk’s note from Clan High Hoof still rests. The alliance paper now names more than hired hands, it names defenders.

Outside the open door, the corridor quiet tightens. A pair of waiting soldiers exchange a glance, as if the order has already begun reaching them.

Rovan lifts the finished sheet for the seal. The route to new recruits is set, and the next question is who answers the call.

I say, i want the basic unskilled flow that comes in to be tested in melee combat, if they fail they get trained in range, if they fail with a bow, they learn crossbows until they are troop ready in melee and military drills

SUCCESS (Legendary Reasoning, rolled +1)

The Coast Under Scrutiny
King Hammon

King Hammon

Set the new recruits by three steps, first the blade, then the bow, then the crossbow, until they can serve in drill and melee.

General Rovan

General Rovan

Aye. I will write it as a tiered trial, with each line of work matching a man’s skill and failings.

Rovan lowers the stylus and draws three clean marks beside the draft, one for steel, one for bow, one for crossbow. The manifest changes from a list of hires into a ladder of training.

General Rovan

General Rovan

Those who fail the melee test will be sent to ranged practice, and those who fail the bow will move to crossbows. No one will stand in the wall line until the drills say he can.

He adds guard posts, drill yards, and troop-ready quarters beneath the new order, then presses the sheet flat. The corridor men see the page and start at once, as if the hold has already gained a discipline of its own.

The armory door remains open, but the purpose behind it has changed. What begins as a hiring list now reads like a tested road into service, and Clan High Hoof’s note sits folded into the plan beside it.

General Rovan

General Rovan

Shall I send this to the quartermaster and the road clerks as written?

I say, if they fail badly they get trained in crossbows and spears atleast and sent to utility jobs for the hold and town. Rallied only for military use when all means are gone

SUCCESS (Legendary Reasoning, rolled -1)

The Coast Under Scrutiny
King Hammon

King Hammon

If a recruit fails badly, send him to crossbows or spears first, and then to utility work for the hold and town. Keep him for the wall only when nothing else is left.

General Rovan

General Rovan

As written. Failed men will be turned to useful labor, and only called back to arms in an emergency.

Rovan drags the stylus down the margin and adds a second track beneath the drills, a narrow line for labor duty. The manifest now names quarry hauling, ditch work, cart care, and storehouse shifts beside the fighting grades.

He marks a reserve note in darker ink, so the quartermaster can recall those men to spear or bow when the walls are hard pressed. The page stops looking like a promise and starts looking like a hold’s spine.

General Rovan

General Rovan

This will keep the hold fed, mended, and guarded without wasting strong backs. It is proper.

The corridor soldiers glance in, reading the new order at a distance. A few nod once, as if the castle has just found a place for every hand it can spare.

Rovan folds Clan High Hoof’s note back into the packet and turns it square to the seal. The next messenger waits at the door, hand outstretched for the finished draft.

Scene Quest Removed

Turn back the scouts before they reach the cliffs

I say, finally we have one special recruitement, we need a serpant/wyrm expert, someone with deep knowledge and can help with ethrosise. If we build the big viewing area for travelers

SUCCESS (Legendary Reasoning, rolled -2)

Rovan pauses over the packet, then draws a clean new line in the margin. Beside the labor and wall grades, he writes serpent lore, coastal sign-reading, and wyrm testimony under a bold heading for expert recruits.

King Hammon

King Hammon

Add anyone with deep knowledge of sea serpents and wyrms. If we raise a viewing ground for travelers, I want one who can judge what they see.

The stylus scratches once, then stops. Rovan seals the clause into the manifest with practiced care, and the ink stills into law.

General Rovan

General Rovan

As written, my king. Such a specialist will be placed where the hold can use him best, and where strangers can be watched.

He turns the packet toward the doorway, but keeps it on the board. The messenger waits with an outstretched hand, and the new wording is plain enough to be copied.

From the corridor, the nearby soldiers catch the words and exchange quick looks. The hold now has room for scholars as well as spears, but the next handoff will carry the amended terms to the roads.

General Rovan

General Rovan

This clause will bind the viewing ground to the coast watch, not to idle curiosity. I will have the quartermaster copy it at once.
