Before the clerk completes the inspection, Marek Venn with a narrow, weathered face, a lean middle-aged man with windblown brown hair and a patched ochre coat, hurries into the yard, breathing hard.

He points toward Shulkar’s herb bundles without touching them. Nearby traders turn from their carts, their murmurs spreading beneath the storehouse awning.
