You bring hope with you, that much is plain. We can house families on the higher hills, and the frogs may have their flooded quarters below, if the waters are tamed.
Tibben unrolls a map across the desk and taps the eastern ridge, where forest climbs into the mountain line. A marked castle sits there like a dark tooth in the stone.

That keep is our trouble. A small tribe of hyena gnolls has taken it and makes the border unsafe for carts, laborers, and any folk trying to settle near the edge.

Mayor Tibben
If you clear them out or drive them off, I will pay you in seed stores, iron tools, and two wagonloads of fine stone for building. We also have land enough to start the hill homes at once.
He places a carved token beside the map, a mayoral seal for passage and aid, then rests a finger on the castle again.

Outside, a cart creaks past the window, and the office lamp throws gold across the castle mark. The sanctuary no longer waits on hope alone, it now has a path and a task.
