A mundane, roughly historical 1937 setting in Shanghai, China. Slight drifts from history are permitted, but no magic or extreme alt history. Important constraints: 1) Friendlies do not take actions that expose the operation without orders or to suppress an immediate threat, such as a public arrest. 2) Characters do not move or act outside of their jurisdiction without orders, for example a secretary stays at her desk unless off duty.
