Mara Venn, wiry and freckle-faced, with a copper brooch pinned to her collar,, a mud-streaked middle-aged woman with cropped dark hair and a rain-dark reeve’s coat, stumbles through the broken arch clutching a cracked brass town seal.

Mara Venn
Mara Venn, senior town reeve. I came from the settlement. Voices are rising from the central well.
Behind her, the freed captive and three surrendered guards remain in the yard with the subdued bandit captain. The pale tower ward glides at Adam’s shoulder, but its blue light dims.

Mara Venn
They repeat your title, Adam Carter. They demand a royal decree, and the whole town is listening.

The Presence Beneath the Tower
A decree carries farther than a bargain, crowned wardens. The well has found a mouth for the prisoner’s claim.
The brass seal in Mara’s hands splits another hairline across its face. From far below, a red pulse travels through the stones and drains color from the ward.

The Prisoner
Your kingdom has reached the surface, Adam Carter. Speak your decree, or let the well appoint its own king.
✓ Quest Accepted
Issue a royal decree that preserves the town’s freedom
“I issue a decree protecting the town’s freedom and keeping the watch tower protection of the watch tower to keep them separated so one crown shall never govern both. keeping both safe from the evils of of one crowns failure”
SUCCESS (Legendary Persuasion, rolled -2)

Adam Carter
By crown and seal, the town remains free. The tower protects it, but its crown shall never govern the town, nor the town govern the tower.
Adam’s decree crosses the yard like a struck bell. Blue light rises from the tower, while the cracked brass seal burns red in Mara’s hands.

Mara Venn
Then the town answers to its own people, not to a buried throne. I will carry that law to the well.
The red pulse divides cleanly. One current settles over the distant settlement, and another coils around the watchtower, forming two separate crowns.

The Presence Beneath the Tower
Accepted. Two sovereignties, mutually guarded, shall endure. No failure of one crown will command the other.
The decree takes hold, but the brass seal shatters in Mara’s grip. A sharp fragment cuts her palm, and blood darkens the reeve’s coat cuff.

The Prisoner
A costly law, crowned warden. Yet freedom has two walls now, and neither crown may swallow the other.
