Esteban's jaw goes rigid. Several merchants lift folded papers, tax chits, and stamped petitions, all of them arranged to look legitimate and all of them ready to drown out his authority.

The merchant in crimson leans back, smile thinning, while his neighbors glance between the proposal and the magistrate. The hall grows quieter than before, but not kinder.
