Mily reaches the riverside jogging path as police officers funnel runners behind a temporary barricade. Flashing lights ripple across the river while the presidential motorcade slows toward the blocked route.

Beside the barricade, a young adult woman with a close-cropped haircut and a yellow rain jacket, lean-faced and wiry, with medium-brown skin and a narrow scar through her left eyebrow grips a thick packet of papers. Her knuckles whiten around a red settlement stamp.

Police Officers

Everyone behind the line. The route is closed until the motorcade passes.

The Activist

The Activist

Please, I need these settlement papers signed before sundown. They have to reach the president before this convoy moves on.

A police officer raises one palm toward the approaching vehicles, then points a colleague toward the riverside path. The barricade leaves only a narrow opening near the water.

The Activist

The Activist

If someone can get them through the cordon now, I still have a chance. After that, the deadline is gone.

The lead sedan rolls closer, dark windows reflecting the river. Engines idle behind it, and the officers tighten their formation as the remaining seconds gather weight.

Bring the settlement papers to the president

“I ask the activist for the settlement papers.”

Mily

Can I see the settlement papers?

The activist flinches at Mily's approach and clamps the packet against her jacket. Her eyes track the slime's size, then flick anxiously toward the tightening police line.

The Activist

The Activist

No. I can't hand these to someone I don't know.

She backs toward the barricade opening, keeping the red-stamped pages out of reach. The movement draws a sharp glance from a nearby officer, who raises a warning hand.

Stay behind the barrier. Do not approach her.

The Activist

The Activist

If you want to help, keep them watching the route, not me. I'm taking these through myself.

The activist turns sideways and edges into the narrow riverside opening, presenting the papers toward the motorcade while leaving Mily no clear role except to remain behind her.

“I ask an officer to let her through”

Officer, please let her through. Those papers have a deadline.

The nearest officer is a broad-shouldered middle-aged man in a rain-darkened navy uniform, with a shaved head and a silver badge catching the motorcade lights. He steps squarely into the opening.

Police Officer 1

Police Officer 1

I can't authorize that. The route is sealed, and I don't know what's in those papers.

His answer is calm but final. He extends one arm toward the barricade, closing the gap while two other officers turn their attention fully toward the activist and the approaching sedan.

Back behind the barrier. Nobody crosses until the convoy is clear.

The Activist

The Activist

Then I can't get them to the president at all.

The activist retreats from the opening, clutching the stamped packet against her chest. The officer remains between her and the route, leaving the papers trapped on the wrong side of the cordon.

“I ask the officer to inspect the papers”

Officer, please inspect the papers. You can verify what they are without letting anyone cross the barrier.

Police Officer 1

Police Officer 1

Fine. Hold them where I can see them. Do not move toward the convoy.

The activist hesitates, then extends the stamped packet across the opening. The officer takes it, flips through the pages, and checks the red settlement stamp against the visible signatures.

Police Officer 1

Police Officer 1

These are settlement documents, not a weapon or a threat. The stamp and signatures are present, though I cannot verify their legal status here.

The Activist

The Activist

That is all I needed you to confirm. Please give them back before the convoy clears the route.

The officer returns the packet, but the inspection has consumed precious seconds. His attention shifts toward the sedan as its lead vehicle reaches the barricade, leaving the papers examined yet the president's receipt uncertain.

“I ask the officer to deliver the papers”

Mily

Could you deliver the papers to the president? You have them already, and the route is sealed.

Police Officer 1

Police Officer 1

I can't leave my post or pass documents into the motorcade. That would be an unauthorized handoff.

The officer keeps the packet extended toward the activist rather than taking it farther. The lead sedan glides past, its dark windows giving no sign that anyone inside has noticed the exchange.

Police Officer 1

Police Officer 1

I can radio the motorcade command post and log that these settlement papers were inspected here. If they want them, they can direct an authorized collection point.

He returns the packet to the activist and points toward a marked command vehicle beyond the next barricade, where a communications officer is coordinating the route. The opening is no longer the motorcade itself, but a formal channel beside it.

The Activist

The Activist

A logged inspection and a radioed request may be enough to get someone authorized to receive them. That gives us one path left.

The officer reaches for his radio while the activist tightens both hands around the stamped packet, waiting for the command post to answer.

“I ask the officer to document my escort”

Please document that I am escorting her, and provide an authorized escort for her papers through the command channel.

The officer studies Mily, then the activist's stamped packet. He raises his radio and gestures for the activist to remain beside him at the barricade.

Police Officer 1

Police Officer 1

Command, document an escorted civilian delivery. The activist has verified settlement papers, and Mily is requesting to accompany her under observation.

He gives the packet details, Mily's request, and the location into the radio. A dispatcher acknowledges the entry and directs him toward the command vehicle's receiving point.

Police Officer 1

Police Officer 1

It is documented. I will escort the activist to the receiving point, with you alongside me. Stay visible and follow my instructions.

The officer opens the barricade's narrow gate and positions himself between the activist and the motorcade. The activist keeps both hands around the papers as the three move toward the command vehicle.

The radio log records the escort, but the dispatcher cannot confirm who will receive the documents until the command post reviews the request, costing them several tense minutes.

Mily keeps pace beside the officer and the activist, her broad shape visible between the barricades as they cross the marked lane toward the command vehicle.

Police Officer 1

Police Officer 1

Stay with me and keep your hands visible. We are proceeding directly to the receiving point.

The officer guides them around equipment cases and a communications van without breaking formation. The activist holds the stamped packet against her jacket, eyes fixed on the command vehicle.

At the receiving point, a middle-aged woman in a charcoal raincoat steps from the command vehicle. Her clipped dark hair, square glasses, and red security lanyard mark her as the official in charge, a medium-built woman with medium-brown skin and a composed, square-jawed face.

Bring the documents here. Officer, confirm the escort and the inspection record.

The Activist

The packet is ready. The officer inspected the settlement stamp, and Mily accompanied me under observation.
